The Chief of Police ensures compliance with policies and procedures, develops and/or oversees training programs, monitors performance, establishes disciplinary procedures and departmental priorities for the enforcement of Laws and Ordinances. The Chief meets with civic groups and public or private organizations to present information about the police department and their activities and police related programs. The Chief also establishes and maintains collaborative relationships with Town officials, other law enforcement officials, community organizations, businesses, employees, and the general public. The Chief attends and participates in monthly Town Council Meetings, develops and oversees staff development activities designed to build and maintain a positive work culture, develops and implements policies and procedures governing the operation of the Police Department, and all other duties assigned by the Town Manager.
Barrington Police Department’s mission statement: The men and women of the Barrington Police Department are committed to working in a partnership with our community, by providing the best quality police services for a safe and secure living environment, through professional, fair and compassionate law enforcement services based on integrity and respect for all Citizens. The Barrington Police Department (BPD) is a professionally accredited department that provides 24-hour police services to the Town. In addition, the Barrington Police Department is responsible for Dispatch, Animal Control and Harbor Patrol. The Chief of Police will manage 26 sworn officers, 1 Animal Control Officer, 1 Records Clerk, 1 Harbor Master, 4 full time dispatchers, 7 part-time staff, and an Executive Assistant. The 2021 Police Department budget is over $3,000,000.
CHALLENGES AND OPPORTUNITIES
The new Police Chief will need to earn the respect of the community and employees, while accepting the inevitable comparisons to his/her predecessor. He/She must have a reputation for holding him/herself and others to the highest standards of integrity and accountability.
He/she can expect to work closely with the Town Manager and staff on the following challenges and opportunities:
• Stay up to date with department accreditation standards.
• Establish and implement plans to continually assess and evaluate the Town’s current condition and preparedness for all needs related to the protection of life and property.
• Provide strategic leadership to support continuous improvement within all units of Public Safety.
• Implement new policies for body worn and cruiser mounted cameras.
Candidates for the position should possess demonstrated leadership and people skills, high integrity, proven success in problem-solving policing methods, data-driven deployment methodologies, and department-level financial management. The Town is interested in candidates who can establish local and regional partnerships, lead by example, possess the ability to work in partnership with the community, and build successful working relationships with Police Department members and Town staff. The Chief must be accountable, responsive to issues, and able to provide a vision and direction for the Department. The ideal candidate will be experienced in budget preparation and annual on-going budget management. The Chief of Police is appointed by and reports directly to the Town Manager.
The hiring salary range is $90,000-$110,000 depending on qualifications. The Town pays 80% of health and dental insurance. Full time employees participate in the municipal retirement system with both the employee and the Town contributing. The Police Chief has use of a Town Vehicle.
Bachelor's/Master’s degree in Criminal Justice, Public Administration or related field from an accredited college preferred. Candidates must have a minimum of 10 years progressively responsible law enforcement experience, including at least 5 years of high level supervisory/leadership experience.
